Emergency Responder Radio Coverage (ERCES, ERRCS, BDA)
Emergency responder communication enhancement systems go by several names: ERCES, ERRCS, BDA, and public safety DAS. The requirement is the same. New buildings, and many existing ones after a change of occupancy or a major renovation, must provide the radio coverage the fire department needs inside the building.
IgnitionTech determines whether the requirement applies, documents the jurisdiction's specific criteria (which vary widely across Texas), coordinates the signal survey with a qualified radio contractor, and reviews the submittal before the acceptance test.
What IgnitionTech delivers
- Applicability determination under IFC §510 and the jurisdiction's amendments, with the grid test criteria the AHJ will use
- AHJ requirements matrix listing frequencies, signal strength, coverage percentages, survivability, and monitoring for the specific jurisdiction
- Basis of design for the radio contractor and review of the contractor's drawings and equipment submittals
- Coordination of the signal survey and the acceptance test, including witness scheduling with the fire department
- Fire alarm interface and monitoring review under NFPA 72 (2022) and NFPA 1225 (2022)
Who receives and approves it
The fire marshal, the fire department radio shop, the radio contractor, and the general contractor.
Codes and standards
- 2021 IFC §510 (emergency responder communication coverage) and §1103.2 for existing buildings
- NFPA 1225 (2022), which replaced NFPA 1221, and NFPA 72 (2022) for supervision and monitoring
- UL 2524 (in-building 2-way emergency radio communication enhancement systems)
- Jurisdiction-specific standards, which in the Houston area differ between the City of Houston, Harris County, and the surrounding cities
Editions shown are the current Texas baseline. The edition adopted by the project jurisdiction, with its amendments, governs each project and is confirmed at kickoff.

Describe the building and the deadline.
IgnitionTech replies with the code path, the documents the jurisdiction will expect, and a proposed scope. Correction letters and permit deadlines go to the front of the queue.
